The Cyclones (3-1) will play No. 1 Cincinnati, which beat Santa Clara 88-67, in Sunday's championship game.
Iowa State, which finished 7-for-8 from 3-point range, had a 50-38 lead with 15:35 to play on a 3-pointer by Horton, his third in as many attempts and the Cyclones' last of the game.
Arkansas (2-1) turned up the defensive pressure and went on an 11-0 run to get within 50-49 on a free throw by Teddy Gipson with 12:01 left.
He missed the second and poor shooting from the line and Iowa State's ability to spread the floor and get one-on-one driving opportunities opened the game back up for the Cyclones.
Including Gipson's miss at 50-49, the Razorbacks missed six of their eight free throws as the Cyclones were 7-for-7 from the line and scoring on dunks and layups. They went ahead 71-57 with 3:10 left on a long layup by Horton.
Marcus Fizer and Michael Nurse each had 16 points for Iowa State, while Jamaal Tinsley had 11. Nurse finished 4-for-5 from 3-point range for Iowa State, which finished with a 37-22 rebounds advantage.
Chris Walker led Arkansas with 21 points, Brandon Davis had 14 and Brandon Dean added 12.
The loss kept the Razorbacks from their third straight championship game appearance in the state of Hawaii. They lost to Michigan State in the 1991 Maui Invitational title game and beat Iowa to win the Rainbow Classic in 1994.
The game was the 2,000th in the history of Arkansas basketball. The Razorbacks have a record of 1,317-683.
